The Housing Authority of the City of Prichard (HACP) is currently accepting applications for the following positions:



REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Thorough knowledge of the relationship of PHA’s to other federal, state, and local jurisdictions and their abilities to provide funds or other support to the Agency. Thorough knowledge of the principles, techniques and practices of subsidized housing management including organization, management, maintenance, and operation of subsidized units and Section 8 Housing Choice Voucher program; federal, state, and local housing regulations and operating requirements; and the ability to apply that knowledge to perform the essential functions of the position. Thorough knowledge of Housing Choice Voucher eligibility and rent calculation requirements, as required by HUD and Housing Quality Standard (HQS) Inspection Program. Thorough knowledge of the modern principles, practices, and techniques of budgeting and accounting, and of the function and operation of the construction industry. Thorough knowledge of Agency operating policies and procedures, pertinent HUD regulations, and federal, state, and local laws and regulations pertaining to public housing authorities. Thorough knowledge of the modern principles, practices, and techniques of personnel management, training, goal setting, and performance evaluation. Thorough knowledge of procurement regulations and OSHA requirements. Requires strong interpersonal, oral, and written communication skills; the ability to effectively communicate and interact with individuals of varying social, cultural, economic, professional, and educational backgrounds including the ability to act with tact, good judgment, and discretion; and to maintain the confidentiality of matters as appropriate. Thorough knowledge of the modern principles, practices, and techniques of budgeting and accounting, and of the function and operation of the construction industry.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Business, Public Administration, or a closely related field from an accredited college or university. Five (5) years of relevant, progressively responsible administrative, supervisory, managerial or closely related duties involving administrative and/or operational duties with a federally assisted or public housing Agency/property management company, or closely related responsibilities in other similar fields or an equivalent combination of education, training, and experience resulting in the ability to fulfill the essential job duties of the position.



REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of interviewing techniques as applied to obtaining personal information; Knowledge of laws, rules and regulations governing eligibility the assigned program, including the purposes, policies and regulations of the Housing Authority as established by the Board of Commissioners; Knowledge of report preparation, techniques and procedures and demonstrated ability to prepare and evaluate professional and technical report, grant application and other required documents; Knowledge of housing activities and operations at the federal, state and local levels in both public and private sector; Ability to achieve rapport and establish effective relationships with residents, their relatives and various organizations in the community; Ability to perform housing inspections according to appropriate standards; Ability to follow and apply established procedures effectively in carrying out work assignments, to use standard office equipment, personal computers, calculators, copy, fax machines, etc.; Must have good organizational skills and able to work under stringent time frames.

MINIMUM QUALIFICATIONS: Certification in rent calculations in Public and/or Section 8 housing eligibility required or must be obtained from a HUD approved agency/organization within one year of employment. Must possess a valid Alabama driver’s license and be insurable on HACP vehicle insurance policy. Must possess a personal automobile for use in performing job duties when necessary.



REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of case management methods, principles and techniques regarding abilities to assess services. Knowledge of providers and available services to develop self-sufficiency programs. Ability to evaluate client needs and available services. Ability to establish and maintain effective working relationships with co-workers, agency representatives, tenants, and with professional staff in community agencies. Ability to communicate effectively both orally and in writing. Strong computer skills with working knowledge of word processing and database programs.

MINIMUM QUALIFICATIONS: A Bachelors degree in public administration, urban studies, sociology, counseling or related field; three years experience in social work, case management, career/guidance counseling or related field; an equivalent combination of education and experience.


OFFICE ASSISTANT (Temporary – up to 12 month assignment) 

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Performs all duties in accordance with rules, regulations, and policies. Processes routine paperwork and/or enters data into a department log or database. Compiles information from various sources and prepares specialized reports as needed; formats reports according to department standards. Performs administrative support activities such as maintaining files, central records, printing, inventory and purchasing of supplies for department. Assists department personnel on special projects. Assist with work orders. Answers, screen and routes all incoming telephone calls, answering routine questions or transferring to the appropriate staff.


  • High School Diploma or GED Equivalent
  • Computer Skills, preferably Microsoft Applications
