ACCOUNTANT

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Must have knowledge of the State General Statutes, HUD Financial Accounting and Budgeting Requirements, HUD notices and regulations, Agency policies and procedures, and Generally Accepted Accounting Principles. Ability to perform financial analysis. Must be knowledgeable of State requirements regarding Sales and Use Tax, 1099 IRS rules and general accounting principles. Considerable knowledge of bookkeeping principles and practices. Considerable knowledge of office methods and procedures and familiarity with use of office equipment. Ability to perform detailed work with written or numerical data and to make arithmetic calculations rapidly and accurately. Ability to accurately prepare routine financial reports and statements. Willingness to accept training to increase knowledge of programs and self-improvement. Possess initiative, resourcefulness, confidentiality and unquestioned integrity.

MINIMUM QUALIFICATIONS: Bachelor’s degree in Accounting, Business Administration, or a closely related field from an accredited college or university; and two (2) years of relevant, progressively responsible experience in bookkeeping, accounting, finance or closely related responsibilities or an equivalent combination of education and experience.

ASSISTANT PROPERTY MANAGER (Ridge Manor)

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of interviewing techniques as applied to obtaining personal information; Knowledge of laws, rules and regulations governing eligibility the assigned program, including the purposes, policies and regulations of the Housing Authority as established by the Board of Commissioners; Knowledge of report preparation, techniques and procedures and demonstrated ability to prepare and evaluate professional and technical report, grant application and other required documents; Knowledge of housing activities and operations at the federal, state and local levels in both public and private sector; Ability to achieve rapport and establish effective relationships with residents, their relatives and various organizations in the community; Ability to perform housing inspections according to appropriate standards; Ability to follow and apply established procedures effectively in carrying out work assignments, to use standard office equipment, personal computers, calculators, copy, fax machines, etc.; Must have good organizational skills and able to work under stringent time frames.

MINIMUM QUALIFICATIONS: Certification in rent calculations in Public and/or Section 8 housing eligibility required or must be obtained from a HUD approved agency/organization within one year of employment. Must possess a valid Alabama driver’s license and be insurable on HACP vehicle insurance policy. Must possess a personal automobile for use in performing job duties when necessary.

ANNUAL SALARY: $ 30,132

 

FAMILY SELF-SUFFICIENCY COORDINATOR (HCV)

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of case management methods, principles and techniques regarding abilities to assess services. Knowledge of providers and available services to develop self-sufficiency programs. Ability to evaluate client needs and available services. Ability to establish and maintain effective working relationships with co-workers, agency representatives, tenants, and with professional staff in community agencies. Ability to communicate effectively both orally and in writing. Strong computer skills with working knowledge of word processing and database programs.

MINIMUM QUALIFICATIONS: A Bachelors degree in public administration, urban studies, sociology, counseling or related field; three years experience in social work, case management, career/guidance counseling or related field; an equivalent combination of education and experience.

ANNUAL SALARY: $ 33,800

 

PROPERTY MANAGER (RAD)

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of interviewing techniques as applied to obtaining personal information; Knowledge of laws, rules and regulations governing eligibility the assigned program, including the purposes, policies and regulations of the Housing Authority as established by the Board of Commissioners; Knowledge of report preparation, techniques and procedures and demonstrated ability to prepare and evaluate professional and technical report, grant application and other required documents; Knowledge of housing activities and operations at the federal, state and local levels in both public and private sector; Ability to achieve rapport and establish effective relationships with residents, their relatives and various organizations in the community; Ability to perform housing inspections according to appropriate standards; Ability to follow and apply established procedures effectively in carrying out work assignments, to use standard office equipment, personal computers, calculators, copy, fax machines, etc.; Must have good organizational skills and able to work under stringent time frames.

MINIMUM QUALIFICATIONS: Certification in housing eligibility required or must be obtained from a HUD approved agency/organization within one year of employment. Bachelor’s degree from an accredited college or university and minimum of two (2) years of administrative experience in the operation and maintenance of housing. Knowledge of laws, rules and regulations governing eligibility of Public Housing, Tax Credit and Section 8 Project Based Rental Assistance. Knowledge of housing activities and operations at the federal, state and local levels in both public and private sector. Must possess a valid Alabama driver’s license and be insurable on HACP vehicle insurance policy. Must possess a personal automobile for use in performing job duties when necessary.

ANNUAL SALARY: $ 39,834

 

HCV PROGRAM MANAGER 

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Provides direct supervision to one or more Occupancy Specialists, Office Manager, Inspections Department, Quality Control Manager and clerical staff in performing daily duties that are completed accurately and timely. Assigns caseloads and ensures the effective and timely assignment of work and effective workload coverage. Ensures at least 95% of recertifications are completely timely and accurately. Support Director to ensure at least 98% of applicants are pulled correctly from the waiting list. Support Director to ensure the department maintains at least 95% utilization of budget authority or allocated vouchers. Support in marketing the Housing Choice Voucher Program in the private rental market. Supports the development of briefing materials. Supports in rent determinations and negotiation of rents with landlords; ensures timely HAP payments. Performs personnel administrative duties for subordinate staff, including: performance evaluations, time and attendance, leave approval, recommendations for promotion, award, and disciplinary action.

MINIMUM QUALIFICATIONS: Certification within the HCV Program is required or must be obtained from a HUD approved agency/organization within one year of employment. Knowledge of regulations and guidelines of the Section 8 Rental Assistance Program. Knowledge of federal, state, and local laws pertaining to the management of housing. Knowledge of Housing Quality Standards under the assisted housing program. Bachelor’s degree in public administration, urban studies, sociology, business, social work or related field; and three (3) years of comparable work experience. Must possess a valid Alabama driver’s license and be insurable on HACP vehicle insurance policy. Must possess a personal automobile for use in performing job duties when necessary.

ANNUAL SALARY: $ 48,443
