The Housing Authority of the City of Prichard (HACP) is currently accepting applications for the following position:



REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Reviews verification documents and processes applicants for program eligibility; makes eligibility determinations for lease-purchase agreements through accurate calculation of annual income from income verifications, rental history and background checks; selects applicants in compliance with HUD rules and regulations and HACP policy; analyzes credit reports and financial status of applicants to establish a homeownership counseling plan; counsels families to become homeowners by providing knowledge, experience and intervention, enabling clients to function in the housing market to their own best advantage; assists with establishing and updating processes for the delivery of counseling services; trains and counsels individuals and groups in homeownership issues such as types of homeownership, responsibilities of homeownership, credit counseling, budgeting, maintenance repairs, fair housing, etc; recertifies families annually and inspects units regularly to ensure program compliance; maintains and monitors program files and records in compliance with HUD rules and regulations and HACP established procedures; establishes and maintains courteous, fair, objective and effective communications and interactions with program participants, community partners and HACP staff; maintains thorough and program compliant documents, records and files on individuals and their progress in moving toward homeownership; prepares correspondences, notices, various daily and monthly reports as required.


Attainment of a minimum of a bachelor’s degree from a recognized college or university in social science, business or any combination of education and experience in real estate, counseling, social work or related field. Housing Counseling Certification preferred.

ANNUAL SALARY: $ 40,389.00



REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Schedules interviews for applicants to the Section 8 Program; advises applicants of documents needed to verify eligibility for the program. Reviews verification documents and processes applicants from the Housing Choice Voucher waiting list for voucher issuance; Makes accurate eligibility determinations, and as necessary, counsels and refers applicants to various social service agencies. Conducts re-examination interviews and processes adjustments to changes in family circumstance for program participants, verifies all information, computes family income to determine rent payment amount. Maintains and monitors program files and records in compliance with established procedures. Ensures at least 95% of recertification’s are completed timely and accurately. Maintains at least 90% overall accuracy rate on assigned files. Establishes and maintains courteous, fair, objective and effective communications and interactions with owners to negotiate reasonable rents and with supervisors, applicants, participants and outside individuals to facilitate the voucher issuance process. Performs data entry to create and update participant files and transmits data and files in accordance with HUD policy and agency procedures. Prepares written correspondence to owners and in response to inquiries; prepares accurate written reports of workload activities and completed work. Performs other duties as assigned.


An Associate degree and three (3) years of comparable work experience; or a Bachelor’s degree in public administration, urban studies, sociology, business, home, social work or related field is preferred; or an equivalent combination of education and experience.

Certification within the HCV Program is required or must be obtained from a HUD approved agency/organization within one year of employment.

ANNUAL SALARY: $ 32,218.00
